New Hanover County Jail and Sheriff's Patrol Facility

   

Hummer Construction Resources was asked to troubleshoot a poorly performing mechanical system at this new $34.4 million dollar jail facility in North Carolina.  After several building inspections and meetings with designers and subcontractors, we were able to isolate and correct problems with the HVAC equipment. We suggested lowering the chilled water set-point by two degrees and oversaw the changing of the chiller impellers to larger diameter units for more refrigerant lift.  These changes helped the system evenly cool the building, allowing our client to move their inmates into the new complex.   As a measure of assurance for the owners that the building was functioning properly, HCR led a group of certified technicians to re-commission the entire mechanical system.
 

      

 

 
US Patent and Trade Office

 

 

This $575 million dollar project built by Turner Construction Company, includes over 2.5 million square feet of office space and two parking structures that handle thirty five hundred vehicles.  Due to the complexity of the design, there were numerous change orders so Turner asked HCR for help.  We implemented a system to review subcontractor’s proposals for entitlement, scope, and cost.  We were then able to negotiate a fair settlement with the subcontractor before presenting the processed change order to the owner for approval.  Once verbal approval was obtained, HCR wrote the formal Change Order Request and recorded the change information on to Turner’s cost management computer software.  successfully reduced the cost of USPTO change orders by over two million dollars, while maintaining good working relations with our client, with the owner, and with our client’s subcontractors.

 

 
 
 

 

Central Intelligence Agency

 

HCR provided MEP support as part of a team that performed a capital facilities assessment and life cycle cost analysis for the Central Intelligence Agency in Northern Virginia. 

HCR partnered with Hanscomb, Inc. to provide a complete facilities assessment study for the main headquarters facility.  We identified over 118 capital projects to be accomplished during the next ten years, developed the scopes of work, prepared detailed cost estimates (adjusted for cost of living), and created a schedule prioritizing the various projects as to life-cycle and value.  Our report assisted the facilities department to plan and budget these important infrastructure renovations for the next ten fiscal years.  It helped the facility engineers determine their budget requests to Congress needed to be greatly increased in order to keep this mission critical facility running without major disruption.

 
   
 

      

 

The State & City Building

 

HCR provided commissioning services for the State & City Building, a historic 101-year-old, eight-story building located in Roanoke, VA. In 2008, the building was converted into a combination of retail, office and residential condominiums.  The residential condominiums consist of seven 4,000 square foot condominiums and one 8,000 square foot penthouse.  This was the first project of its type to achieve a LEED rating in Roanoke. This was only the second historic building to be LEED Certified in State.

The HVAC system was comprised of gas fired condensing boilers, cooling towers, water source heat pumps, piping duct work, and DDC controls.  HCR reviewed the design and submittals, supervised the start-up procedure and quality control inspections. Once the system was complete, HCR witnessed the start-up, testing and balancing of each piece of equipment.  A functional performance test was performed to check seasonal operations.

 
 

 

                                                              

204 Jefferson Street Condo Conversion

The former Colonial American Bank building is a twelve-story structure that was renovated into ten, forty-five hundred square foot condominuium homes on the upper floors.  The two lower lower levels in the building and the adjacent three-story annex became the main corporate office and downtown branch for Hometown Bank.

HCR provided owner's representative services, cost control, code compliance and quality control inspections for this multi-million dollar conversion project.

 

Johns Hopkins University Student Housing & Bookstore

 

This project consisted of twin high rise towers located in downtown Baltimore, housing two, three, and four bedroom suites with kitchens and dining areas.  On the street level of one tower is the entrance to a two-story Barnes & Noble bookstore.  In the other tower was space for a cafeteria, sushi bar, and the campus radio station.

HCR provided the developer and the owner with pre-construction estimating services, value engineering advice, and change order reviews.
